Netnod’s Response to government inquiry Combined Capabilities for Increased Cybersecurity

Netnod has submitted its views on the government inquiry Samlade förmågor för ökad cybersäkerhet SOU 2025:79 (Combined Capabilities for Increased Cybersecurity).

In earlier consultations, we have raised key questions around information sharing, confidentiality, and the role of private actors. We welcome that many of these perspectives have been considered in the current report and therefore support its proposals.

At the same time, Netnod underlines the importance of further examining challenges linked to how documents are classified in the public sector—based on the Tryckfrihetsförordningen (Freedom of the Press Act) and the Offentlighets- och sekretesslag (Public Access to Information and Secrecy Act)—which often differ from the methods used in the private sector. Related to this is the discussion in the report about introducing specific confidentiality obligations for individuals.

These are complex issues, and we recognize the difficulty of shaping legislation that is both clear and legally sound. Still, Netnod believes they should be investigated further as part of future legislative work.
