Netnod's Response to the AI Commission's Roadmap for Sweden
Netnod's response to the AI Commission's roadmap emphasizes that public administration should adapt to facilitate effective digitalization and that expert authorities, rather than political bodies, should be empowered to promote digitalization and AI usage.
On 4 March 2025, Netnod was given the opportunity by the Department of Finance to comment on the AI Commission's Roadmap for Sweden (SOU 2025:12). You can see the full response in the PDF below. Our response focuses on two primary concerns:
- Governance of Digitalization: Netnod believes that the public administration should be adapted to facilitate the functional layers necessary for effective digitalization, including AI utilization. The current roadmap outlines important areas but lacks detail on how their governance should be designed and implemented.
- Political vs. Expert Steering: Netnod argues against deviations from the principle of independent agency management. We suggest that instead of increased political steering of digitalization, expert authorities should be given the necessary tools and mandates to promote digitalization and AI usage. Netnod emphasizes that decision-making should be delegated to relevant expert authorities rather than concentrated at a political level.
Essentially, Netnod calls for a clearer, more expert-driven approach to managing and promoting digitalization, particularly AI, within Sweden's public administration.
